The continental-payment story.

The Pan-African Payment and Settlement System is the brainchild of Afreximbank — Africa's pre-eminent trade-finance institution, present in 52 member countries. PAPSS launched in Accra in January 2022, was endorsed by the African Union in 2020, and is the core settlement layer for the African Continental Free Trade Area.

PAPSS is a centralised Financial Market Infrastructure that enables the efficient flow of money securely across African borders. It collaborates with African central banks to offer payment and settlement solutions that commercial banks, payment service providers, switches, fintechs, and aggregators connect to.

Three solutions live today: PAPSS Instant Payment System (IPS), PAPSS African Currency Marketplace (PACM), and PAPSSCARD. PACM is the newest, launched in July 2025, and the one this case study is about.

Since its 2022 launch, PAPSS has enabled real-time cross-border payments across 17 countries, connecting 14 national switches and over 150 commercial banks. Initially piloted in the West African Monetary Zone (WAMZ), it has expanded to become the core settlement layer of the AfCFTA's financial infrastructure.

From AD 8 until the last century, the cowrie shell was a means of payment and a symbol of wealth across much of Africa — lightweight, hard-wearing, instantly recognisable, easy to count, difficult to forge. The shell takes centre stage in the modern PAPSS logo, surrounded by radial lines signifying the connectivity between the digital platform and the key partnerships that enable the payment system.
